Pillar weight: 15%. The most volatile pillar — policy momentum changes quickly, and the velocity surface is intentionally featured prominently because readers care about direction.

Methodology
The most subjective pillar. The scoring rubric is documented in the methodology page. Counts are weighted by policy scope, mandatory vs voluntary, and implementation timeline.
